Professor Stewart is a graduate of San Diego State University with a Master of Arts in Educational Leadership. He received his POST at Command College and his Bachelors Degree in Criminal Justice from California State University, Sacramento. He was Police Captain for Folsom Police Department from 1977-2005; during that time he served as manager of Administrative Divisions, Operations Divisions, and manager/supervisor of Investigations Divisions.
Professor Stewart was a Military Police Officer for the U.S. Army in San Francisco from 1974-1977, and a photography technician for the Sacramento Police Department from 1973-1974. Currently he is a Detective with the Fairfield Police Department as well as a Faculty Advisor for the Sacramento Center.
Professor Stewart's Law Enforcement Executive experience includes over 30 years, applying expertise in Homeland Security Plans as well as Community Oriented Policing Plans for patrol officers, management of multi-million dollar budgets, and grant management to an organization. Highlights include: oversight of Investigations and Communications/Record Division personnel as a Sergeant, Lieutenant and Captain. He managed the specialized units of Detectives, Street Enforcement/Narcotics Officer, SWAT, Field Training Officers, Crime Scene Investigators, School Resource Officers and Reserve officers.
